Steve Horton, City Manager
The City Manager is appointed by the Mayor and Council and serves as the chief administrative officer of the City. The Manager directs all departments, prepares the annual budget for Council consideration, and ensures that policies set by Council are implemented effectively.
Steve Horton has served as City Manager since 2018. Before joining the City of Covington, he worked in municipal management positions across Georgia and earned an ICMA-CM credential.
